Rajendra Wanchoo, Chief General Manager, NBCC
An MBA having expertise in cross functional management, risk taking strategy, Corporate Social Responsibility, industrial relation and a columnist- Rajendra Wanchoo is a man with many titles. Recipient of the State Award from Department of Social Welfare, Government of National Capital Territory of India, New Delhi for his initiatives towards society. His journey from Assistant Manager (HRM) of National Buildings Construction Corporation Ltd (NBCC) to Chief General Manager (HRM) is an example of firm determination, dedication and a clear vision of working for the people of the country.
Briefly describe your role and responsibilities, and how many years you have been in the CSR domain.
I have been assigned the CSR responsibility at NBCC, 2011-12 onwards. Since, then all the works right from selection / short listing to Implementation and Impact Assessment are being looked by me.
For carrying out any CSR Activities, as per our CSR & SD Policy, we seek Proposals through District Administration / Authorities keeping in loop our local HODs. The proposal / budget is then placed before the Board level CSR Committee for recommendation and thereafter the same is put up before the Board of Directors for approval. After approval, if required a proposal evaluation / baseline survey is carried out and thereafter if the study supports the activity, then the activity is carried out. For carrying out the CSR Activities Implementing agencies are selected through open tenders except the construction related works which are implemented by NBCC Services Limited, a subsidiary of NBCC. A mid-term Assessment to assess the progress of the work as per the timelines, during implementation and Impact Assessment after completion of the work is carried out by a third party selected through open tenders.
Being the Incharge of CSR, all the above Activities are carried out by me with the help of CSR team.
Before CSR assignment, were you working in any other professional domain, if so, please describe?
Before CSR, I was the Incharge of Human Resource Management Division. In addition to HRM, I was also looking after the Establishment Division, Personnel Audit, Industrial Relation Cell, Worked as Estate Manager at Newly constructed GPRA Complex for senior officials at New Moti Bagh, New Delhi. I am also a member of various Committees like Fast Track Transfer Committee, Central Grievance Committee, etc.
How has the CSR & sustainability program evolved at your company?
NBCC is a Navratna Central Public Sector Undertaking under the aegis of the Ministry of Urban Development, Government of India, with vast experience, expertise, competency and capability in varied construction and Project Management activities etc. including for Medical Colleges, Hospitals, Institutional Complexes, Roads, Bridges, Residential & Housing Complexes, Green Buildings, Real Estate etc.
Prior to DPE Guidelines, NBCC was carrying out the CSR Activities as and when any proposal was received and approved by the Competent Authority.
NBCC earmarked the funds for CSR as per the DPE guidelines issued by Dept. of Public Enterprises. For approval of the CSR Activities / Project, two tier committee systems are followed. One is Board Level CSR Committee and the other one is Board of Directors.
After Companies Act, 2013, NBCC is spending 2% of average Net Profit of subsequent last three years.
Tell us about someone (mentor, sponsor, friend, hero) who influenced your CSR & sustainability journey, and how.
In my journey my Senior Officers / colleagues / subordinates have influenced my views on CSR & Sustainability.
What is the best advice you have ever received?
Any advice received for the welfare of disadvantaged, minorities, backward Sections is taken up for implementation.
Can you share a recent accomplishment you are especially proud of in your CSR & Sustainability role ?
We are providing Merit-cum-Means Scholarships in Bihar & Mizoram and for disbursement of Scholarships a Cheque Distribution-cum-Felicitation Program is organized by NBCC in both the States. For the program the beneficiaries’ along with their parents are invited. While having interaction with the parents, they informed us that if this Scholarship would have not been there, their kids would not be able to get education further. The beneficiary students also said they could not even think of the higher studies, if these scholarships would have not been there. The Scheme has been widely acclaimed and appreciation letter had been received from Dy. Director, Social Welfare Department, Govt. of Mizoram, Aizawl.
